Prescription Opioid Abuse in Non-Hispanic White Male
Past Coalition Initiatives
According to National Survey on Drug Use and health (Substance Abuse and Mental Health Services Administration, 2016), nonmedical use of prescription medication (NUPM) is one of the uprising drug problems in the country. This refers to the use of drugs simply for the effects it causes. Opioid abuse has both clinical and economic effects on the patient and the society as a whole. It is mainly prescribed to patients suffering from chronic pain management. It mostly affects individuals aged 18 and above especially males. Most of the abused drugs are opioids, tranquilizers, sedatives, and stimulants. There has been rising number of death rates due to an overdose of NUPM. There is also high rates of addiction to NUPM especially opioids. The population with the biggest number of NUPM is adults of ages 18-25. This mostly consists of college students. There has been an increase of 33% of the treatment for opioids (DXC Technology Company, 2017). This consequently has led to the increased cost for health insurers. Some of the ways for mitigating the problem is educating physicians and other nonphysical clinicians on these issues.
The introduction of prescription drug monitoring programs has helped in the abuse of opioids among white males. The databases collect and distribute information on controlled drug prescribing. They exist to support the legal medical use of drugs while preventing and stopping the abuse of the specific drugs. Fed up was formed in 2012 when many organizations joined efforts across the nation (Meyer, Patel, Rattana, Quock, & Mody, 2014). They all had a concern over the failed action of the federal government on the rising issue of opioid addiction and overdose death. The FDA failed to correct the mistake in the controlled substance act that had wrongly categorized drugs containing hydrocodone as schedule 3 instead of 2. They were also disappointed by the FDA’s consent of a consistent stream of harmful new opioids. It is a coalition initiative that involves families that have been broken up due to abuse of opioids. They have lost their family members due to addiction or death.
It is a group of advocates as well as medical experts who believe that the main problem is overprescribing. It is a popular coalition that in search of action in ending the public health crisis with assistance from the federal government. It is a voluntary coalition that does not take money from pharmaceutical companies or their affiliates. All the donations they receive are used in the management of Fed Up as well as the rallies and advocacy efforts. They are obligated to the family members that they have lost as well as the families dealing with loss or addiction. The difference between Fed and other coalitions is that their main aim is to raise federal awareness, effect political and lobbies directly as opposed to educating people and advocating for preventative measures.
The second coalition is SAMHSA in other words the Substance Abuse and Mental Health Services Administration (Office of the Press Secretary, 2016). It is a community agency found in the United States Department of Health and Human Services. Its main objective is leading public health efforts in refining the social health of the nation as well as accessibility of information, services, and research to the public. This coalition is tasked with decreasing the effect of drug abuse and mental disorders in America. It is led by assistant secretary for mental health and substance use in coordination with health agencies in the development of the social health of the citizens. Some of the health agencies include Center for Substance abuse treatment and Drug Testing Advisory board.
The nationwide issue is being investigated in the Association between chronic pain, prescription drug abuse and post-traumatic stress disorder among male grown-ups of ages 18-25 years. The main goal of the coalition is to ensure the provision of services and treatment to persons with mental and drug abuse disorders. They also aim at providing support to the affected families as well as assist in the construction of strong and supportive communities. It also assists in preventing expensive behavioral health issues and all in all, provide better health for all Americans. SAMHSA has been successful in helping many individuals since the initiation by Congress in 1992. Meeting the public needs has been possible through resources, grants, leadership, and contracts. The methodology in their research has contributed to both its strengths and weaknesses. They use several methods in the gathering and interpretation of results namely archival data, informative interviews, and surveys.
A New Community-Based Coalition and its Proposed Initiative
The main population target is high school students and college undergraduates who are white who are more prone to nonmedical opioid use. The other target group is for individuals with opioid use disorder. These are people who require treatment and prevention against overdose. Focusing on this groups ensures that resources are put to good use. The governor’s office would be the lead in the coalition, through this the government would be involved in the initiative and assist in the prevention of opioid abuse within the county and eventually within the nation through joint efforts within states. The department of health and addiction services would also be a part of the coalition since they would help in determining the root of the problem (Chaffee, 2017). The church, as well as community members, would be involved in this coalition since they are all members of the community and this issue affects them too.
The collaboration with local hospitals would assist in the knowledge of all patients admitted for treatment for opioids as well as the information on their gender and age. Male individuals of age 12 and above are more likely to abuse prescription pain relievers as compared to women. The coalition would focus on evidence-based strategies that would be measurable and achievable. The strategies chosen would as inexpensive as possible and be able to deal with the issue of addiction to opioid as well as death due to overdose. It would be able to deal with the root problem of the abuse of opioid. Such as supporting the implementation of laws so that opioid is not readily available in the society through the use of a controlled prescription. The mission of this initiative is to diminish immortality due to overdose on opioid through reducing the contrary impacts of opioid on the community members.
On the other hand, the vision of this initiative is to recognize sources of the existing data and relate the evidence to most instantly and competently guide efforts to achieve the stated mission. The coalition will include local hospitals, institutions, and businesses. The youth between 18-25 years consists of the background of the productive individuals in the nation. The main objectives of this initiative are to reduce the rates of death related to opioid abuse; prevent the abuse of opioid by the youth; Ensure and increase the accessibility of medication-assisted treatment (MAT) to persons with opioid use disorder and train more individuals to provide MAT and recovery support services (Office of the Press Secretary, 2016).
This initiative will require information from the community members as well as institutions so that the source of opioid is identified and stopped. It will also require donations and support from the government so that they can manage the costs incurred as well as attract more youths into the program. The initiative will use social gatherings to advertise itself. This is less expensive and it will be able to capture most of the population. These functions include school social functions and community gatherings. A way to ensure participation of the community in search initiation is by for instance making a marathon with the main aim of including all members of the community into the initiative. Also, a foundation can be stated in honor of the initiative so as to assist individuals with substance abuse.
Technology
Prescription Drug Monitoring Programs is a technology that is used to manage prescription of drugs. This can be used in hospitals. The application of digitally monitored therapy where the patient is connected to a caregiver who assists in the self-management of medication. Drug information system helps in the education and management of drug use by the patient. This is a good starting point for patients and physicians in the management of drug use. Most of the youth spend a lot of on the internet hence using technology would be an effective method of informing them. It is also a cheaper method of educating the community on substance abuse as well as the management for instance through the controlled prescription. The construction of opioid use a disorder-specific center and spoke model. Introduction of several funding programs by the federal government to improve substance abuse responses. Data will assist in defining areas for expansions such as increased MAT (Ryan, 2017). The distribution of data across departments guarantees that more data is obtainable across states. Encouraging opioid overdose reporting by the community members which will assist in acquiring data. The elected members assess the success of initiated programs and hence determine their continuation.
Relationship to legislators
According to Allen (2017), declaring a statewide public health emergency as a reaction towards the issue of substance abuse. This would lead to paying more attention to the nationwide issue. A legislation can be passed so as to charge individuals receiving opioid overdose treatments such as naloxone for persons receiving it for the second or more times. First responders will also be fined a certain amount for instance 1000 dollars for not charging patients receiving the treatment for the second or more times (Smith, 2013). The elected officials will help pass the legislation whereby patients receiving opioid treatment more than once are made to pay. Members of the coalition will come up with ideas that can help mitigate the abuse of opioid while the elected members help in passing the bills into law. This will help in advocating the seriousness of the issue of substance abuse to the legislation by the elected members. The relationship between the elected members and the coalition members will be useful in the awareness of substance abuse within the nation as well as making laws that will assist in the prevention of substance abuse. This will also help in the initiation of drug tests within schools, institutions, and workplaces. This is an effective way of preventing and reducing opioid abuse in the country. The coalition can post their goals on their website whereby the elected members can access them. They can also send emails to elected members who will then view their ideas.
